The city of Stormwall is a metropolis corrupt to the core - from the lord that rules atop the highest of the rings to depths of the gutters below... and below that.
In the lower rings of the city, the automaton forces of The Argent Guard are rarely seen and the city guard are given scraps to work with. In place of the lords above, the city finds itself funded by criminal gangs and guilds.
Goodman rules the Lower Ring of Stormwall - the denizens there know not to cross him or those that work for him. Despite his infamy, the inhabitants of the Lower Ring know him as someone that stands up for the lower city and fights against the tyranny of the upper rings. However, he still has no time for failure or those that work against him - so they tend to conveniently disappear or they are made an example of.
Those that work with him are dragged into a dark office with lingering cigar smoke floating in the air. His thugs throw whoever enters into the empty chair in front of the large wooden desk.
The silhouette of a tall horned figure with a large collared coat stands smoking looking out the window. The one good eye of the tiefling glows in the dark as looks back from the windows looking over the Lower Ring. As he walks into the light, the gold plating of his prosthetic eye and his prosthetic arm shines. Those that fail him know the pain of his metal limb breaking their bones despite his slim stature.
Beyond his brutal punishments, he actually is a powerful arcane caster. Rarely, he needs to actually use his arcane talents these days, but his wand is never too far away.
However, if you asked Goodman what true power is? It's power you can't buy or understand, it's the power of fear.
